Under the direction of the Health Director, assists in the planning, administration, coordination, and oversight of the Health Division, including Medical, Dental, Behavioral Health, Elders In-Home Services, Optical, Pharmacy, Business Office and Wellness Center. Provides operational leadership to ensure the effective delivery of quality health services while supporting strategic initiatives, regulatory compliance, fiscal stewardship, and continuous quality improvement. Serves as the Executive Health Director's designee when delegated. and collaborates with program leadership to promote integrated, patient-centered care for the Muckleshoot Community.

1. Provides executive operational leadership for Health Division programs under the direction of the Executive Health Director.
2. Oversees the day-to-day operational activities of Medical, Dental, Behavioral Health, Elders In-Home Services, Optical, Pharmacy, Business Office, Wellness Center, and other assigned programs to ensure efficient and effective service delivery.
3. Serves as acting Health Director during periods of absence, ensuring continuity of operations and executive decision-making.
4. Works collaboratively with program managers and supervisors to establish operational priorities, monitor performance, and resolve organizational issues.
5. Assists in developing and implementing the Division's strategic goals, operational plans, and quality improvement initiatives.
6. Monitors operational performance through data analysis, performance metrics, and patient satisfaction indicators, recommending improvements to enhance services and outcomes.
7. Assists in the development, administration, and monitoring of the Division budget, ensuring expenditures remain within approved appropriations and identifying opportunities for operational efficiencies.
8. Reviews financial reports, productivity measures, and operational data to support sound fiscal management and informed decision-making.
9. Assists with workforce planning, recruitment, succession planning, employee engagement, and leadership development initiatives.
10. Provides direct supervision, coaching, mentoring, and performance management to assigned managers and supervisory staff.
11. Works collaboratively with the Compliance Officer to ensure operational implementation of regulatory requirements, accreditation standards, corrective action plans, and organizational compliance initiatives.
12. Assists in the development, implementation, and continuous review of Health Division policies, procedures, and operational standards.
13. Coordinates interdisciplinary collaboration among Health Division programs and with other Tribal departments to improve access, continuity, and coordination of care.
14. Provides operational leadership for quality improvement initiatives, emergency preparedness, business continuity planning, and patient safety programs in collaboration with the Compliance Officer and department leadership
15. Supports the development of grant applications, funding proposals, reports, and program evaluations.
16. Represents the Health Division on internal committees, interdepartmental workgroups, community partnerships, and external organizations as assigned.
17. Assists in preparing presentations, reports, correspondence, and recommendations for executive leadership and Tribal Council.
18. Investigates operational issues, resolves cross-department challenges, and implements operational improvements to enhance organizational effectiveness, patient experience, and service delivery.
19. Maintains the privacy and confidentiality of all protected health information in accordance with Health Division policies and procedures and all applicable federal and state regulations.
20. Exercises independent operational judgment within delegated authority while escalating strategic, financial, legal, personnel, or compliance matters requiring Executive Health Director review.
21. Promotes a culture of accountability, collaboration, customer service, continuous improvement, and respect throughout the Division.
22. Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

Required:

• Bachelor's degree in Healthcare Administration, Public Health, Nursing, Business Administration, or a closely related field.
• Minimum of seven (7) years of progressively responsible healthcare management experience, including at least four (4) years supervising managers or supervisors.
• Experience managing operations within a multi-disciplinary healthcare organization.
• Experience with budgeting, strategic planning, regulatory compliance, and performance improvement.
• Demonstrated leadership, organizational, interpersonal, communication, and presentation skills.

Preferred:

• Master's degree in Healthcare Administration (MHA), Public Health (MPH), Business Administration (MBA), Nursing, or a related field.
• Experience working in a Tribal health clinic or Indian Health Service (IHS), Tribal, or Urban Indian health organization.
• Experience with healthcare accreditation, quality improvement, or grant administration.
• Experience implementing enterprise healthcare technology systems (e.g., Epic).
