JOB SUMMARY

The Fish Production Facilities Operations Manager (FPFOM) oversees and optimizes all fish production infrastructure and equipment associated with hatchery facilities specifically to maintain the health and welfare of salmon and staff to achieve the Tribe’s production and harvest goals. This requires continuous inspection and monitoring to ensure smooth, efficient, and safe operations of the Muckleshoot Indian Tribe (MIT) Fish Production Facilities (including satellite facilities and acclimation sites).  This includes managing maintenance schedules, making repairs, planning and executing upgrades, and coordinating with vendors and contractors to complete projects.  The FPFOM is responsible for assisting with the planning and design of prospective acclimation sites and new hatchery facilities in coordination with the Fish Production Assistant Director (FPAD).

MAJOR TASKS AND RESPONSIBILITIES

  1. Inspect, maintain, and report on all hatchery physical plant structures, buildings, and equipment for safe operation and proper function.
  2. Revise and maintain operating guidelines and procedures, performance measures, and operations manuals for all facilities and equipment.
  3. Oversee the creation of a site specific hatchery database of equipment with dates and records for maintenance performed and capital asset records such as warranties, operation manuals, and specifications.
  4. Assist Fish Production staff with developing solutions to issues that encumber daily routines and help to ensure safe and smooth operations for fish and staff.
  5. Direct the training of staff for routine maintenance and operational of all equipment.
  6. Meet and coordinate with MIT departments to accomplish work projects.
  7. Supervise vendors, service providers, and contractors during all modifications and activities to facilities, buildings, land disturbing projects, demolitions and construction projects, and serve as an aquaculture resource specialist providing information and ideal project outcomes for the hatcheries and associated facilities.
  8. Ensure all assets, equipment, vehicles, properties, land, and utilities are maintained in an a secure and sensitive manner protecting fish from spills, chemical use, ground disturbing activities, vandalism, and inclement weather events.
  9. Oversee proper storage and seasonal protection of all assets.
  10. Oversee water security, water system management, and water development projects by monitoring volumes, flows, and filtration needed for each salmon life stage produced and make recommendations for needed changes to provide ideal husbandry conditions to optimize fish health and rearing quality.
  11. Under the direction of the FPAD, coordinate with other professionals in the MIT Fisheries Division and outside agencies to make facility upgrades and develop improvement plans to comply with regulatory permit requirements (e.g. HGMPs, water rights, EPA, DOE and environmental).
  12. Participate in fish culture activities as time permits.
  13. Manage, schedule, and coordinate the work of contractor projects to avoid conflicts and interruption with salmon production activities and provide weekly operation and facility status reports.
  14. Participate and advise the FPAD working with engineers in designing fish culture systems and making facility improvements by soliciting work orders, obtaining cost estimates, developing scope of work documents, reviewing engineering plans and submittals, and requests for information.
  1. Under the direction of the FPAD, plan, follow, and administer a capital project budgets by developing estimates, maintaining expenditure controls, preparing reports as requested and documenting expenditures, purchases, and cost variance adjustments.
  2. Make recommendations for grant applications related to the program following Fisheries Division guidelines and Tribal Policies.
  3. Research optimal aquaculture technology advances, organize, write and present fish production data for planning department and engineering meetings as required.
  4. Because of the Tribe’s commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

EDUCATION - EXPERIENCE AND TRAINING FOR POSITION

Required:

  • Master’s degree in biology, fisheries biology, fisheries science, or directly related field from an accredited college or university with a minimum of, or supplemented by 4 semester hours (6 quarter hours) of upper level (500 or higher) in fisheries or aquatic science courses:
    • Subjects such as genetics, physiology; ecology; resource management, restoration; aquaculture, fisheries acoustics; limnology, river ecology, fish husbandry, microbiology, nutrition, and 6 semester (9 quarter) hours of research design, statistics and/or biometrics (course numbers 400 or higher).
  • Five (5) years’ experience working at a fish hatchery in supervisory operations role.

OR

  • Bachelor’s degree in Fisheries Biology, Fisheries Science, or directly related field from an accredited college or university with at least 34 upper level semester hours (51 quarter hours) in aquatic biology subjects such as limnology, ichthyology, shellfish biology, fishery biology, aquatic botany, aquatic fauna, oceanography, aquaculture and upper level courses in probability and statistics.
  • Seven (7) years’ experience working in a hatchery environment in a supervisory role.

SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION

Skilled in:

  • Strong organizational, communication, technical writing, and computer skills.
  • Ability to identify operational impediments and strong problem solving skills.
  • Understanding of construction procedures and ability to read schematic drawings.
  • Strong budget management and project management experience.

 

Knowledge of:

  • Fish hatchery production programs, hatchery management practices, net pen programs, and hatchery modernization objectives.
  • Budget development and tracking.
  • Water quality and quantity management and partial recirculation aquaculture systems.
  • Federal, Tribal, and state fisheries laws, regulations, policies, and rules that affect fish
  • Anadromous Pacific salmonid biology, culture, nutrition, and health.
  • Fish transportation and haul trucks.
  • Methods of biological sampling design, data collection, statistical analysis, interpretation and presentation.
  • Supervisory techniques and practices.
  • Endangered Species Act, National Environmental Policy Act, and the Clean Water Act.
  • Principles and procedures of fish habitat management, fisheries management, and limnology.
  • Dam and fish passage design and operations, stream hydraulics, land management and development, and soil conservation.

 

Ability to:

  • Maintain confidentiality.
  • Translate and compose technical information into clear, readable documents to be used by technical and non-technical staff.
  • Evaluate operations and facility infrastructure, organize and effectively present, both orally and writing, comprehensive scientific reports and justifications for changes and improvements.
  • Establish and maintain effective working relationships with vendors, service providers, contractors and outside agencies.
  • Coordinate many activities at once.

Work is performed outdoors and in an office setting. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.  While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is frequently required to sit, talk and hear; and occasionally climb or balance; stoop, kneel, crouch, or crawl.  The employee must frequently lift and/or move up to 50 pounds and occasionally up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  While performing the duties of this job, the employee occasionally works in outside weather

conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, or airborne particles.  The noise level in the work environment is usually quiet in the office, and moderate to loud in the field.

Licenses or Certifications Required

A current and valid Washington State driver’s license is required at the time of employment and at all times during employment.
