JOB SUMMARY

Under general supervision, provides overall direction, management and supervision for the Muckleshoot Child and Family Services (MCFS) staff. This position is responsible for management tasks and the day-to-day management of MCFS programs, grants, and contracts.

MAJOR TASKS AND RESPONSIBILITIES

  1. Identifies staffing needs and requirements, including position development and recruitment of MCFS positions.
  2. Trains, monitors and evaluates daily performance of professional and non-professional staff. Provides direction and guidance when appropriate.
  3. Ensures that all clients are served in a diligent, swift and respectful manner to honor the dignity of each individual regardless of character, personality, race, creed, color, sex, gender identity, religion, sexual orientation or political stance.
  4. Ensures adequate personnel are available at all times for emergency protective issues involving the Tribe’s needy children.
  5. Works with Tribally appointed committees on budgets, and policy decisions by ensuring the committee is fully informed.
  6. Coordinates program activities with other programs and agencies to ensure holistic, coordinated, and collaborative services for clients.
  7. Ensures that program level policies and procedures, consistent with tribal ordinances and general policies and procedures, and as approved by the appropriate committees are in place, current, and consistently implemented.
  8. Follows appropriate disciplinary procedures for staff. Completes performance evaluation process and required documentation for program improvement.
  9. Assesses the needs of the Muckleshoot community to develop effective policies and procedures and train professional staff accordingly.
  10. Ensures that MCFS Program operations are congruent with Tribal policies, procedures, codes, and ordinances.
  11. Develops programs and services that will promote the positive stabilization of family units. Accomplished by working closely with MIT Programs serving the Muckleshoot Community to enhance the development of the MCFS Programs.
  12. Provides case consultation to staff to ensure the delivery of quality support for Children and Families. Emphasizing the thriving family relationships.
  13. Maintain a staff protocol for stand-by status in emergency situations to assist the community, and to assist with Child Protective Services (CPS) or for removal and placement with families; be prepared to work with staff in emergencies.
  14. Administers all state, county and federal grants and contracts; securing compliance and timely reporting in alignment with grant/contract requirements. Ensures the continued certification/licensing of MCFS programs.
  15. Manages the fiscal responsibilities of the program, including establishing and managing budgets.
  16. Because of the Tribe’s commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities, and may include driving.

EDUCATION - EXPERIENCE AND TRAINING FOR POSITION

Bachelor’s Degree in social work, psychology, or a related behavioral science discipline from an accredited college or university (an additional five (5) years of management experience in social work field may be accepted in lieu of Bachelor’s degree requirement). Three (3) years of experience in a supervisory capacity.

SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION

Knowledge of: Professional social casework principles, methodology and ethics. Human psychosocial development within the context of the family, community and culture. Techniques for facilitating client motivation to change behavior problems. Social welfare policy. Health and social issues impacting client and community well-being. Systems theory. Risk assessment and decision making. The role of expert representative in both court proceedings and multidisciplinary team service delivery. Current literature on child welfare practices Principles of child development. Skill in: Crisis intervention; Client advocacy; Oral and written communication; Managing a large caseload in an efficient and effective manner; Working cooperatively with groups and individuals; Organizing and prioritizing own work; Budget management.

The employee is occasionally required to walk and stand; use hands to operate, finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
